Yes, if they are just random blacks a hate crime is a good possibility.
Could also be targets of opportunity / convenience. Perhaps the locations these boxes were left was in a area (neighborhood) that was easily accessible with no issues with being seen and/or recorded/detected.

You're absolutely correct. Substance abuse deaths would even top that car accident death rate.

Scary stuff, mad serial bomber/killer still on the loose.

I thought the police trying to reason with the bomber to turn themselves in was ridiculous. No such bomber is going to have a conscience to turn themselves in.

Yup, another bomb injured 2 people via “tripwire.” That means the bomber probably has no real agenda other than to kill random people.
