Yes. An EO is what presidents use when they cannot be bothered by the Constitution’s direction that Congress legislates and the POTUS executes the laws.

Back to the topic of Trump and Putin agreeing that the U.S. is to blame for the sorry state of affairs between the two nations.

So calling Putin on his GRU interfering in our elections is out.

What about his Russian agents infiltrating the NRA and the Republican party? Would mentioning that be tacky as well?

OTHER: Trump is so far out of his league dealing with an 18 year KGB agent he'd likely be out maneuvered by Putin no matter what he did.
