Having been to a few drag shows (thank you, Cynthia, you former girlfriend you, who liked this stuff), I can assure you that drag shows are not sexual. They are, however, ... interesting.
The performers are guys; we know that from the start. They are over the top: bigger hair than was ever popular in the 1980s, dresses that your girlfriend would never wear to your office Christmas party--they are performers. In a way, they are like pro wrestlers: over-the-top entertainers; nothing else.
They entertain a certain group of people who like this form of entertainment. There is nothing sexual about it. I still have no problems with a drag show featuring performers over the age of 18--but under age 18 and in a bar--yes, I have problems.
When I was a little girl back in the 50's, my Dad would sometimes take me into a neighborhood bar. Mom liked dressing up like Shirley Temple. I would get up in the bar and sing and dance to "On the Good Ship Lollipop". Sexual? Sometimes I would also act out TV Commericals. I think Dad wanted me to became an Actress. lol The men in the bar would clap, pat me on the head, and give me candy.
I am sure someone already has. The CPS worthy problem isn’t dressing up, nor is it performing a dance as Gwen Steffani. They might be an indication of problems in general, but they don’t rise to the level of official intervention. However, parents knowingly allowing an 11 year-old child just being in a bar, an 11 year-old child to be out at 3 am, an 11 year-old child “working” in general, an 11 year-old child performing actions of a worker in a sexually related field, and an 11 year-old child performing borderline pornographic actions while having money thrown at him by adults, would all be more than adequate justification for CPS interventions. If they didn’t know, then that is justification for exploring why they didn’t know where their child was at 3 am. Besides, had this all been on film, it fits the criteria for violation of federal child pornography laws.

I would bet many people would call foul on police for intervening in this, due to the homosexual aspect, many would see this as police targeting homosexuals/drag queens/transgender, etc. despite his age.

Arrested? No. Placed under CPS scrutiny? Maybe - because children do not belong in bars. In many states restaurants aren’t even allowed to sit children in seating in what is considered the bar area. The person who would potentially be in the most trouble today for what you describe above is the bartender, who might be fined or fired, and/or the bar owner who might lose their liquor license.
But, come on! Surely you can see there is scant comparison to dressing up like Shirley Temple, singing a song about candy, being given candy, and your dad just showing you off to his drinking pals on his time off from work and a kid going into a bar decked out in a ton of makeup while wearing a slinky dress, getting money thrown at him like a stripper, staying there until the early hours of the morning, and meanwhile is the only person in the family “earning” money? Unless, of course, you think your dad had nefarious purposes, was getting some money on the side, or was knowingly exposing you to sexual prevs for some sicko reason. God, I hate false equivalencies.
