Full disclosure, we've moved into a condo with an HOA. Took some getting used to, but given that we've thrown our lot in with a lot of other people to not just preserve, but enhance property values, then it was our choice. I mean, gotta say it. Some people have some pretty horrible taste when it comes to decor. I'm glad that there's some governing board to curb the worst excesses.
I mean, the entire point of an HOA neighborhood is to essentially say, "Okay, we're banding together to ensure that our neighborhood is an attractive place to live. That means that we've agreed to some pretty specific rules in terms of exterior appearance, use of common areas, and behavior."
My HOA has been in existence nearly 55 years. It was formed to manage common assets, Lake, Pool, Tennis.
It has no rules ( beyond state laws covering the pool).
Despite this, somehow, someway, the place has not gone to hell in a handbag, despite the lack of rules.
No purple roofs. No unkept lots. If you park on the street overnight, the municipality is going to ticket you.
Your neighbor’s dog barks? Talk to them or call the Police.
I am waiting for a guy to paint a MAGA hat on his house just to start a fight with the "Liberal, Left, Socialist, Communist, Fascist, Stalinist, Leninist, Hugo Chavez, Castro derived) HOA. Tick Tick Tick......
My HOA would respect the owner’s right to paint a MAGA hat on their garage door.
Neighbors however, would not appreciate the tackiness, despite most voted for Trump.
It was a sea of Romney signage in 2012. Not a single home chose to put out a Trump sign.
Very few drank the kool aid and would not dream of attending a rally.

And some of us live where there are no municipal rules about parking. so no parking tickets.
I think some cannot grasp that there are confined spaces inhabited by 4.5 million people and the county government cannot make ordinances. And there has never been, nor will there ever be, zoning.
That's one of the reasons people moving into the Houston area get into HOA and PUD situations without realizing it. They see 10,000 houses and a Costco and think it is like where they are leaving.
And some of us live where there are no municipal rules about parking. so no parking tickets.

Houston is a big area to be unregulated. It would make me nervous even with a HOA.
