I live in an area that has municipal laws about parking and the local PD is supposed to enforce that. But the local PD doesn't enforce it because some of the HOA members have... "connections." So you pay for your HOA and your driveway can get blocked because someone has connections. I do not live in a HOA and if my driveway gets blocked four cruisers and a tow truck will show up in a few minutes.

Apparently some HOA neighborhood here tried to have a block party and blocked off access from the main road, the police were having none of that. They also let their kids play in the street because HOA kids are immune to getting hit by cars. They seem to be upset their hood isn't private and gated, but it isn't, it's just an area of small public roads and poorly constructed houses built too close together.

Some have called the local PD and even texted them photos of parked cars blocking their driveways. The local PD said they "see no parking violations" and wouldn't respond. Corruption knows no bounds.

The HOA dues are nominal, $200/year, and they pay for the maintenance of the very small HOA-owned public areas. I don't mind paying the HOA dues, but the HOA shouldn't be eclipsing municipal parking laws on public roads.

Yes that is a very low fee, but it is creepy the HOA can override what clearly is a violation. Police can be lazy anyway depending on the city, we have a lot of them for a small town so they respond to any little thing.

The HOA's or the PUD pays for the cops. Harris county does not budget enough to the sheriff. So many years ago, the HCSO came up with a plan. If a community wanted cops, they could buy their own. The community pays salary and the sheriff pays for the car. The constables office saw a goldmine and an expansion of their work. Now instead of delivering legal notices, they too, do private policing.

I'm referring to parking on a public road, not an HOA-owned road. Public roads are indeed policed by the local PD (for municipal violations), for which everyone pays real estate taxes.

If the unincorporated parts of Harris county were incorporated it would be the 5th largest in the USA.

And the city of Houston has no zoning. Enforceable deed restrictions and a reasonable HOA are the only way to do the logistics of common ground and protecting property values.

HOA are made up of neighbors. They are voted in by their neighborhood. Problem is if the water comes out of the faucet and the trash gets picked up, nobody goes to the annual meetings. That leaves the officers with enough proxies to do what they please. some are reasonable, some are not.

I have lived in many different HOA. They were all self managed. Nobody got paid. The one we are in now has a management company. Neither the board nor the company is worth the powder it would take to blow em to hell.

I too am referring to public roads. These are not gated communities. The county was deeded the roads when the subdivisions were built. If they want a cop to drive through the neighborhood a couple times a week, they have to hire and pay extra. Neighborhood patrols are not included in my county taxes.

Harris county jail is the biggest mental health facility in the state. All the money goes to the jails and the courts.

From my research some time ago, Harris county needs about 3000 more deputies to be on a par with normal LE. That includes the ones hired to patrol subdivisions. The deal is, the HCSO will hire the deputy, put them in a car in your part of town x hours a week. If there is trouble elsewhere, the deputy leaves to tend to it.

This isn't about random patrols. This is about people actually calling the local PD to report a municipal offense, which is then subsequently ignored while being enforced everywhere else.
