I'm 100% against this bill.

Cities and municipalities should have the right to do such things as long as they aren't unconstitutional.

And it's up to the SCOTUS to determine Constitutionality in the end.

How do you know the political statement of the one councilman represents the basis for the ban by the legislative body of 11 people?

The only thing that's clear in this situation is that the Texas GOP is trying to force San Antonio to accept economic investment it doesn't want on public-owned property.
