If you're saying Biden didn't have the authority to make aid conditional on actions done by another country bc it wasn't in the appropriations bill, then that would also apply to Trump who did the same for aid going to S & C American countries...

No, I'm well aware of what this thread is about. I'm asking you to cite how the VP has the ability to do this on his own.
You won't find it, because the simple truth is that a VP cannot withhold aid to a foreign nation on his own. He doesn't control anything in that context.

I was replying to someone who said Biden couldn't have had a corrupt motive for the quid-pro-quo because it wasn't his decision. But Biden said it was.
Now Trump apparently is caught using the husband and wife legal (that is a kind word) team of Joe diGenova and Victoria Tensing who are also involved in this Ukraine blackmail scheme

That's a question for Biden. And that should be investigated. Trump's actions are legit. He's the head of the Executive Branch (under which falls the DOJ, FBI, etc.) and he was acting under authority of the Treaty with the Ukraine Bill Clinton signed into effect.
