Last week our utility company announced that utility prices were going to increase on average of 47% because of an increase in fossil fuel prices. I just received my utility bill this morning. It's about three times what it was last year at this time of the year.

Numbers for electricity costs pulled from my financial records:

May 2020 to May 2021 - 3.34% increase
June 2020 to June 2021 - 4.09% decrease
May 2021 to May 2022 - 23.4% decrease
June 2021 to June 2022 - 7.27% decrease

Still don't know how the Green New Deal, which never was enacted into law, has any effect as claimed in the OP.

There are numerous ways the Biden administration is causing the price of electricity to go up. Cancellation of permits, refusing to approve other permits for energy, and executive orders that make energy more costly to produce are just a few of the things.

No Green New Deal in my state. The word from Austin to the feds is KMA.

Local newspaper story. Man shuts off main breaker to one of the buildings he owns. With no electricity used he received a $115 bill from the company for this building and the entire bill was nothing but fees and nothing for electricity used.
Same with my gas when I lived in Slidell. We had a gas furnace and nothing else ran on gas. During the summer my bills were still $50 with zero usage.

President Biden's alleged actions are not the Green New Deal, as cited in the OP.

Which permits were cancelled? Which other permits for energy were not approved? Which EOs from President Biden make energy more costly to produce?

The country is waiting for the Texas grid to collapse again this summer due to one of the hottest summers on record. I'm sure they'll have more non-existent blame for themselves as usual. Extreme weather events and warming climate equal more grid problems.

This is why we need as much investment as possible, (public/private partnership), on the development and installation of battery storage technologies so we have a RESILIENT POWER GRID.

My electric bill is up big. My electric bill used to be about $65-$100 a month. Just got my June electric bill yesterday -it was over $170! My May bill was over $150. This June bill is an all time record for me.

PP&L has raised its production rate by over 70%+ in the last year. Keep in mind part of the bill is also distribution rate, which has not changed as much, I don't think.

I live in a 1,500 sq ft townhouse sandwhiched on each side. So I can imagine people living in large SFH are going to see $400+ monthly electric bills soon.

Highest bill since Aug. 2008 from before we put in roof solar. $282. Highest usage due to AZ heat and kids visiting.
