There was a change in loss prevention security where they stopped going hands on with shoplifters. They would call the police when the shoplifter was identified entering the store. These changes happened before covid but seemed to spread to more retail stores after confrontations lead to injury or death. The lawsuits and bad press cost the retail stores some hired off duty police officers to act as a security guard where their actions were covered by immunity. I'm not sure exactly how that has worked out for them.
Lot of these stores were already having troubles in lower income areas of town. They still do well in upper middle-class areas of the city's where there is more disposable income. People have money to spend don't care about it costing more than online retail stores.
Retail places have been closing up in bad neighborhoods for decades. It was just a matter of time before it caught up to relatively nicer places.
Why would stores close in relatively nicer places unless those relatively nicer places are no longer relatively nicer places? And why do you think they are no longer relatively nicer places?

As it worsens (and it will) retailers are increasingly going to go to an online format. At that point armed raiding parties will resort to robbing trucking, FedEx,UPS, Amazon, and whoever else is delivering goods, just as stagecoaches and trains once were.
To oppose any of that would just open one up to being called a racist. And businesses are now more interested in satisfying the stock holders who are insisting on woke policies. So, yes, we have given up as a civil society.
Have a listen to Cashman & West's "A Friend is Dying," the ending of American City Suite:
Both are worth a listen, and in many ways tell the tale of New York City and others that needlessly decline. Some of my favorite songs are very poignant.
Because more and more “relatively nicer places” are becoming “bad neighborhoods” due to people being enabled by democrat policies to behave like savages.
And because of millions of Third-Worlders surging into the country at the Democrats' invitation.

It's only going to get worse with these millions of foreigners crashing our border under Biden. Many of them already don't have food, shelter and the basic necessities to survive. Don't we have enough of our own criminals, thieves and homeless? When even more of these stores close they will all start invading homes for their basic needs. None of us will be safe in our own homes.

Most of the mass looting videos I have seen look to be either black, or white teens. Doubtful these criminals are illegal immigrants. Hispanic illegal immigrants usually don't break laws only want to fly under the radar not get into legal trouble. Sure, there are some who are criminal's majority are not.
One would expect business interests to fight back. Why are they hanging back? Don't they depend upon the rule of law for their existence?
There was no resistance to "bail reform." There has been no insistence that prosecutors and judges do their jobs. Or have we just given up as a society?
Never underestimate the power of a companies insurance carrier when it comes to unintuitive company policies.
