President Wilson started the tradition in 1918 when he flew the French flag to honor Bastille Day. There is even a special flagpole on the South Lawn that's been there since Wilson's tenure that was erected just to fly foreign flags to honor visiting dignitaries and mark special occasions. Most recently, in March of this year, the Greek flag was flown. And during the previous administration, the Chinese flag was flown as well.

As of May 2009, China owns about $800M of our debt, which is far from the "majority." Special attention should be given to the chart in the wikepedia article. Japan owns almost as much of our debt as China. Of the $3T in U. S. debt owned by foreign governments, China owns 24%, Japan 20%, and so on.
