While I completely agree with you about FOX, from my quick reading of the article, I understood the proposed ban on segregated bathrooms to include bathrooms/locker rooms in public schools from nursery school up through post-doctorate-level institutions. Is that incorrect? Maybe I shouldn't have skimmed it...

The HRC does not write proposals. They hear complaints about Human Rights violations and issues rules. They are a judicial office, not a legislative one. Just like the Supreme Court and any other court, they review cases and issue rulings on their merits. It is up to the legislature to respond to their rulings, when necessary, in the form of proposed legislation.
All the HRC does is write a 'guidance' which is similar to a SCOTUS opinion.

If the legislature has any brains it will dissolve the commission or impeach and remove its members.
The legislature doesn't have the authority to do that. It's called checks and balances.
Oh yes they do. The Commission is not unlimited. The legislature created it, it can start the process of removing it by any means necessary.
