The weather doesn't phase kids. In the rain we made little boats & floated them down the gutter,etc. Some of the best fishin is in the rain. When it snowed we made snowmen & snow forts....

Simple answer: Yes.

Kids adjust to their environments better than adults do.

In my Rocky Mountain city, kids are out playing soccer or other games as long as there is no snow on the ground. It could be 33 degrees, but they are out there. Bundled up, of course.

I'm afraid I have to agree with Andy. The rain is a fact of life. You deal with it (go outside and get wet and cold) or you minimize your exposure to it (drive to the mall and let the kids run around). But there is simply no chance that you will want to be out in the rain and cold at playgrounds every day from mid-October to mid-May. And when I say "you" I mean "you." Your kids probably won't care, but you will.

You have to decide if that works for you.

One thing that surprised me was the number of sporting events going on in the winter here, outside, that don't usually happen in places like my old home, Ohio, due to snow. For instance, on just about any given evening, our local park (Hoodview in Happy Valley) has all its lights on and there are adult softball, youth soccer, and other events going on, even in January & February, rain or dry. I'm just now getting used to my son's soccer practices, outside in December & January - very wet at times, and very weird, but heck, why not? The ball isn't covered w/snow, so play on!

Way back when I was involved with the Boy Scouts, the first camping skills taught were how to camp in the rain.
There really is an art to it, especially if it's more than an overnight camp.

Some kids hated it and could not wait to get home, and some loved it.

When my boys were growing up, you couldn't keep them in the house unless it was pouring down rain, or like it is now, cold and very windy.

Incidentally, not much to do with kids, but we barbecue all year round, too. It's not unusual to see your neighbors all bundled up in a howling blizzard, out on the deck, tending the grill.
