I've spent a number of years living in apartment complexes. They are almost always very quiet during halloween. For whatever reason most people focus on single residential neighborhoods.

If I were in North Raleigh and looking for fun places to take my kids, I would head to Falls River or Bedford. Those neighborhoods are hopping on Halloween and some of the houses have really nice decorations up too.

I posted earlier that Triangle Town Ctr Mall off 540 Capital was hopping last night. Every store and booth I walked past had a line of kids. It looked like the majority of stores was giving out candy. I thought it was very nice of them. Maybe next yr you could try that instead of Crabtree?
As for apartments, I wouldn't expect them to participate much. But there are lots of subdivisions that have loads of kids and you get more candy that you can carry if you hit the right places. Although the last couple of yrs I've noticed less people participating. Don't know if it's the economy and or the facts that people work so hard they don't have time to decorate? North Raleigh Guy's suggestion sounds good! Also Durant Trails subd in N Raleigh should be good, lots of young families there.

I can't speak for your particular complex but most apartments around here don't have a lot of kids, either single or DINKs. Mine has a few but far less than subdivision with homes. By the time you are ready to have kids most people are living in a detached home which obviously wouldn't be as common in NYC.

Either way as mentioned in the previous posts there are lots of options out there.
