Just now when I came out of University Wall, A man driving his car and stopped beside me, and asked me to give him some gasoline as his car was running out of gasoline. As there was also little gas in my car, so I refused him. But when I came back, I thought maybe I should give him some cashes to add gas, but actually, I am not sure he was really need help or just a fraud, because I met another man who also ran out of gas several months ago. Does anyone have such experience? What did yo do?

My kindhearted, naive husband had this happen to him and was dumb enough to give the guy $20.00.
I've been approached several times around the North Raleigh area by people asking for gas money or money in general. I usually don't give them money because opening your wallet in front of them is an invitation to being robbed in my opinion and I don't carry much cash anyway. I got burned once by helping someone asking for money who then turned out to be a drug addict looking to buy his next fix.
They are all over the place. A guy in the Capital Blvd. Home Depot lot asked for money to help fix his "alternator" on his car. Yeah right buddy. I recently worked with someone whose response was to yell "NO!" at the top of their lungs to those people, kinda hilarious actually. He acted crazier than them to scare them off.

I had someone ask me at a gas station in Durham. I said I would put 10$ on a pump....they seemed thankful...and I saw them pump it into their rather old car. I could afford it...I felt okay with it.
Happens all the time in Fayetteville, too...I occasionally help, but it is easy to figure out which ones are the BS'ers here. I bought the dude some food and even bought him a beer a few nights ago.
If I can actually buy the gas, or buy a meal, or whatever....I do it. I never give cash. I was recently approached by a young woman who said her car died, she didn't have enough money to pay for the tow, child would be getting off bus soon, etc...I told her I would supplement her payment to the tow company but pay it to them. She was teary eyed, seemed very sincere and then relieved when I agreed to help her. I was shopping and she was to call me when the truck arrived--I never heard from her and couldn't find her outside (yes, I searched for her thinking she really needed help). There are lots of "I need gas, or bus fare, or need to get to xxx city" pleas out there. I do not like to refuse anyone who really needs help but it's hard to tell what is real and what is a scam.
Happened to my husband a couple of times last year. Same scam each time, some woman claiming a fight with baby daddy, needs gas to flee from him. Twice in one week.
I would worry that a skimmer had been placed in the pump and like a previous poster I'm not interested in opening my wallet in front of someone short of cash. There can't be this many people in one area dumb enough to drive around with so little gas and no cash or credit cards on them.
I never give them anything. I actually had one guy try the alternator thing on me twice in span of six months. When he asked me for money the second time, I made a comment to him that I didn't realize that alternators were so expensive that he would be stuck for six months in a parking lot raising money for one. He quickly shut up and ran away.
I had someone do the alternator stunt at New Hope Church Walmart.
He said he needed about $40 for a new one.
I used to run a Shell station. This alternator goes for about $400.
