Interesting. I never heard this explanation.

If it was never intended to be permanent, why didn't they just bulldoze it after it performed to save some money?

What I DO find offensive is how high they put those skirts. It's just an invitation for sexual predators to infultrate Cary and mess up our 2nd Safest City status. The skirts should go to the ground, or else give the trees some Jeggings.

Nice town visited a few times when my daughter played travel softball. Hog Heaven nearby didn't look like much but the food was great.
Back on topic, I kinda like the skirts.
