I've never heard of it after living my entire life as a Mormon in Utah County, the most Mormon place in the world, pretty much. It would definitely not be acceptable.

Feeling someone up is against the Mormon rules for premarital sex, so of course this is completely against their rules. All clothes on, some mild kissing, maybe a little making out but anything beyond that is a "no no" for Mormons. I used to be one, I know.
This is the first time I have ever heard of "soaking," and I was not born yesterday. I am a Mormon. I have been a Mormon all my life. I have lived in Salt Lake City all my life and have raised two kids here. There is absolutely no such thing as any form of pre-marital sex that would be acceptable by LDS standards. I can't say there are no Mormon kids anywhere that are engaging in such a thing, but I can say with 100% certainty that no practicing LDS kid alive could justify "soaking" as being okay. My final answer: It's BS, the whole thing BS, and nothing but BS, so help me God.
