You're still inhaling smoke, it may not feel as unsafe because it's so smooth but that's only because the water cools down the smoke. The water really doesn't filter much out.

Yes I know, but for example I believe it is banned indoors in NY yet they do have Hookah bars. That's why I originally assumed they used tobacco-free shisha.
Apparently, the Hookah's are just as bad as smoking cigarettes, so why ban cigarettes at all?

Well...I think hookah places attract hookah smokers but cigarette smoking is everywhere in every bar and no escaping it. Its like if you want to go out, deal with it.
