So how is it legal if smoking has been banned indoors?

It's not illegal to smoke indoors in some states.

Oh well...makes me feel better that I do it so rarely after reading this.

Yes I know, but for example I believe it is banned indoors in NY yet they do have Hookah bars. That's why I originally assumed they used tobacco-free shisha.

Apparently, the Hookah's are just as bad as smoking cigarettes, so why ban cigarettes at all?

Maybe I am mistaken but I think that certain places get permit to use hookah in doors even in the states where smoking is illegal indoors.

There's a few in Ohio, and they've at least outlawed smoking in restaurants and bars there.

Well...I think hookah places attract hookah smokers but cigarette smoking is everywhere in every bar and no escaping it. Its like if you want to go out, deal with it.
