She doesnt need to 'come on' to men, she can just 'put herself in a position' to meet men and while she is meeting them, they think they're meeting her. If a girl wants to 'get met' she just has to position herself near a man, make some eye contact, smile and maybe the guy will be interested and be aggressive enough to start a conversation.
