It could be also that people live in different towns than where the nude beaches are. Also nude beach is quite different than all beaches or geographical or cultural habit.
I have come across maybe 2 nude beaches on lakes by accident. And only creepy people were there. Just because there are a few areas where you can go nude doesn't mean all Germans love FKK. It is mostly a former East German thing.
