Here is my problem with this statement. You assume, wrongly I might add, that EVERY nation is as developed as American, Europe, and other major developed country. This just isn't how it is. All countries develop at various rates. Now, sometimes the developed countries influence bits and pieces of it culture. Not only that, but to expect every nation to adopt another nations ideals is wrong.

Look at the way they have developed in the past 20 years. Look at how America has adapted in the past 20 years. Imagine if you brought a nuke to the middle ages and taught them how to make them. Do you have any idea the kind of things that would happen? Chaos. The balance of power would shift, and most likely we would not be here today. Sure, some people might adapt to the technological advance. Most would not, they would shun it, and cast it out.

You have to look at it like it is. They are not as advanced in most of their culture. Give it time, don't expect grand leaps in change. Change SHOULD happen slowly in this case. Look into every era that had great leaps in technology, odd how most often war is also going on in those areas.
