I made a formal complaint online regarding my sinking ceiling with water stains. I have notified the landlord and they say they will fix it and that it is safe and has no mold. I am honestly not so sure about this. I do not want them to get in trouble as they are nice people. I tried to withdraw my complaint, but the city said it will be investigated anyway. I don't know what to do!

I withdrew the complaint, but the code enforcement office says it will check it anyway. I also want it checked for safety just in case, because they tend to not fix things in a timely manner.

There is nothing else for you to do. Ceilings should not be sinking or wet, so the landlord needs to fix it, not tell you it's safe. It's not safe. It could fall out.

Meanwhile, document evrything. Every conversation and event related to it until it's resolved.

Having filed the complaint will make sure the LL does his due diligence and repair the problem in a timely manner.
You did the right thing filing, otherwise you may have to fight to LL for a long time. Talk is cheap, now he has incentive to make the repairs correctly..
When the City inspector shows up with a "Not fit to inhabit" notice for the front door, you will see quick action.

I'm not trying to defend the LL if they don't get it fixed... But I have found that it is very hard to find anyone to do small repair jobs and that they know what they are doing. And when you do find someone you have to get in their line as to when they can do it...

And if they do this they will make you move untill it is fit in which case you might want to be thinking of getting an emergency place lined up for you to stay in untill it is repaired .

Keep in mind that if they seem nice then the owners/managers would have placed you in another unit while they completely repair all the damage. Mold and mildew is a terrible thing as mold can bring on harmful allergic reactions to the renter.

Besides, your renters rights and responsibilities are sound and their responsibility to provide a good clean environment for what you are paying has been broken.

Good guys should not be in your picture because honestly, they are not.
If possible, I would like to see you move and get another clean and dry place. Good luck
