I love Phoenix too and plan to at least winter there in retirement. After living in the PNW for over 20 years, I could stand some sun and warmth. If I tire of the heat and sun, there's always Seattle.
You lost me, OP, as soon as you said AZ for the climate.

And scenery is nice for the first couple of visits...but then....well, it never changes. Rock, and desert, are....rock, and dessert.
I landed in Tennessee...northeast corner....no state income tax, huge medical complex which brings diversity, university of 20,000 students, climate--four seasons, low humidity, modest temperature swings, low probability of earthquakes/tornados, tremendous environment, mountains, highways, great regional airport, TVA=recreation, water and low cost electricity.....and the people could not be any friendlier. If you like to shop, don't come here. Other than that, it is a home run.

Weather (hate cold, humid, trees)
No ocean
Too slow pace
Don't feel safe riding my bike
People do not know how to drive
Lack of decent ethnic food
Lack of shopping
Not my kind of people for the most part
I'm a Californian at heart. Love the desert and the ocean.
Dream retirement would be a house in Sonoma Co. (California), a house in France and one in New Zealand, then follow the summer.
When we left Colorado as political refugees twelve years ago the final two choices were Wyoming and Arizona. We chose Wyoming for demographic and political reasons.
And Wyoming is less expensive, tax-wise.
