That is a sad story, but probably not true. The vast majority of hospitals were built and in use before ACA. The medical industry always wants more.
You are obviously not familiar with rural and small town health care. The vast majority of hospitals that closed their doors were closed before ACA. If patients don't have health insurance, they sure can't pay for the care, so the hospital loses money and closes. In many rural areas you have to drive two hours to find a hospital. In small towns (pop < 5000) you are lucky to find an outpatient clinic staffed by docs that commute in. In America, health care is an urban industry.
Americans call it OBAMACARE. We have been forced to pay for Medicare for years, only to see Medicare payment cuts to hospitals with the advent of Obamacare. We don't need "Repeal and Replace." We just need "Repeal."
Let people make their own decisions.

If they don't want medical care, nobody will force them to go to a doctor. Choosing to die is a personal decision. If you choose to take their medical care away from them, it's a political decision. When all they can do is die, it's not a choice any more.
Nutrition is as important to the health of the elderly as it is to others. Yet so many in cities are apparently unable to supply themselves with fresh produce and, in some cases, without even frozen food. Canned food is available online, but people often wish a fresh salad or real mashed potatoes. Many people desire fresh meat as well.
In Western urban areas there is all sorts of really excellent fresh food. Increasingly it's sourced from within 100 miles.
The article refers to less than desirable neighborhoods. I'm not familiar with Oakland, but I suspect that the selection there is inferior to that of San Fransisco. My closest city has a population of under 10k. Although it doesn't have the selection that your area has, I can get most of what I desire. I would like more cheeses, but I can get my two favorites, Roquefort and Humboldt Fog.
