On the plastic bag ban, the original law seemed to supply loopholes for Target, PetSmart and other stores that weren't grocery, liquor, or drugstores. Is that still the case?

For the umpteeth time...........

The property manager where I live refuses to get me both an outside garbage can and a blue recycling bin. He doesn't think single people need them. He also doesn't replace existing trash and recycling bins when the machine damages them.

If you're not a homeowner, you can't directly order them. The owners of the complex are cheapskates, and won't put any money out unless they're forced.

I'm looking for another place to move to anyway, so I just deal with it, until that time comes.

Are you saying you can't get a blue bin?

I caught that. I was just pointing out the irony with the City. Home owners get to pay to store items the City gets money from.

Win win, for the City.

If some of these landlords realized their dumpsters wouldn't be overflowing every trash day if they participated in recycling.

This is the only place that I've lived where there's been a problem. When I lived in City Heights, there was a dumpster, when I lived in Tijuana, we had trash cans. There are so many people living here, that the complex really needs a dumpster, but it'll never happen.

It's a great deal not to have to pay for trash and recycling - - I had to do that in Spring Valley and El Cajon.

At some point they'll have to create an isolated account for it so they can't keep calling it free. I'm pretty sure we don't have volunteer trash truck drivers.

When all taxes get dumped into the general fund shady things happen.
