Do something, Learn something, Share something, Change something - Meetup.com . In the search bar you can type in your interests (ex. softball, golf, movies, etc.) and your zip code and there will be a list of groups in your area that are geared for people who share your interest.
I belong to a few of them. Ex-New Yorkers, Cheap Movie Night, New to San Diego, etc. but they have them for hiking, biking, walking, artists, business owners, poker... the lists is endless.
I think alot of people are regulars at the bars in Pacific Beach though so after going for a while you will start to see the same faces.
Good luck, have fun and enjoy the weather. I moved here in July 2008 and didn''t see a cloud until Thanksgiving.

mrmanz - as a former Cal girl contemplating a return, I have to say I'm right there with you on the weather comments. Many a winter day there have been in my time in Maine that I have asked myself 'why does ANYONE live here?!?' - those thoughts come on days of temps in the teens w/ howling winds that bring the wind-chill to single-digits or sub zero. Yesterday was sunny & beautiful, sporting "balmy" mid-30s & I actually saw a guy out on his motorcycle (granted, he's hard core, I see him out often, as long as there's no snow on the roads). People were estatic about the 'warm' day we were having!
