Willie Brown. With his political connections and working in his private practice he has dramatically reshaped the look of SF over the last 20 years. When he was in elected office in Sacramento, his private practice on the side represented Catellus Development Corp. While representing them he was instrumental getting SF to approve the conversion of their railroad land to office and housing which became the Mission Bay project (a city within a city). When he was elected Mayor, it was built.
