As far as architecture and culture Istanbul is totally different. No comparison. You are comparing a city that sits between two continents with deep historical significance to SF. Plus religion is very important element there as well.

Seattle!

Lots of homeless.
Dirty near Central Business District
Next to the water.
Harbor area.
Nice places near waterfront.
Great mass transit system for a U.S. city.
Airport easily accessible by cheap mass transit.
Large gay and lesbian population.
Lots of pot heads.
Many people think they are liberal.
Many people call themselves environmentalist.
Surprisingly cold in the winter.
Large Asian population.

Gotta be Lubbock. It's San Frans virtual "twin city".
Matter of fact some Texans have been known to call Lubbock the "San Franciso of the Sun Belt" or just "the San Franciso of the South".

Seattle actually has pretty bad public transit. They mainly have busses, only a brand new very small street car system. As far as rail goes Portland and Sacramento have Seattle beat.
