If you think roads here are bad you should spend some time in New England! I think drivers and the roads here are amazing based on what I dealt with back east. I also lived in Indiana for years and those drivers were so unsafe and never yielded to bad weather and road conditions. You cannot go 75 and pass everyone left and right when it's pouring rain. People did that all the time in the Midwest. Just not safe.

Any time you have heavy pooling you need to drive slowly. Whether it's after a heavy 10 minute downpour, and the rain has stopped, or if it's after moderate rain that continued for an hour or two, it doesn't matter. You have to go slowly to avoid planing if there are big pools of water, like the OP described.

Heavy pooling is one thing. Simply driving too slow in lite rain is completely different and does cause accidents. If someone is inexperienced or afraid when they are driving to the point they drive 15 mph on a freeway then you need to pull over. There are even laws against driving such a speed on a highway when there is no heavy rain,ice nor snow. Also hydroplaning doesn't just happen like that because it is a big pool of water. Many factors goes into it like the treads on your tires, tire pressure etc..

I was just adding to what I see drivers do on the freeway as well though

Oh. I see where that came from, now. So Bay Area people are afraid of driving in any rain? No wonder everyone's frustrated. Oh well.
