Neither is going to happen. Tevez doesn't just want out of Man City, his family and he don't like England, he wants out of the country. And as for Bale to United, I don't think Tottenham would sell, Man United doesn't pay that high of a transfer price, and Bale wants Real and Real wants Bale ...

Man Utd do spend big. Don't let that fool you. Tottenham will do anything not to sell to Man Utd. They want a move to Europe and will do anything to stop a move to another Premier League club. Can only see him going to Madrid to be honest.
