Definitely and this was why year-round DST was repealed after it was tried out during the energy crisis years of 1973-74. Kids were walking to school and waiting for buses in the pre-dawn and it presented a safety hazard. Putting morning drive (which is the busiest time of the day for the roads) into midnight darkness also presented a safety issue for commuters (especially high schoolers who were new drivers). Many states have laws that restrict new drivers (ages 16 and 17) from driving after dusk, but year-round DST would put these same drivers on the roads with more traffic volume in the same nighttime darkness. Safety and saving lives are more important than an extra hour of daylight in the evening.
