I know about the no after midnight and before 5 a.m. , but what about passangers.

Is it:

You can drive unlimited family members PLUS one other person not family member

or

You can only drive one other person under 21

I have four teen sons, so I just happen to be able to provide this info...

Simply put, the under 18 provisional driver may only drive one non-family member under 21. So he can drive as many family members under 21 or as many non-family members over 21 (and any variation thereof) as will fit in the vehicle.

As for the no driving between midnight and 5 a.m., it is not a hard and fast rule. Many exceptions to it are allowable, like work, school and of course medical emergencies. But also school related activities - like driving back home from a district playoff football game 200 miles from home.

So as of 2010 (when I got my license) I had the only one person under 21 rule for only 6 months, after the first 6 months it was fair game to drive as many people as the car could hold. Most of my friends didn't get their license until 2011 but the same rule was for them. We all didn't turn 18 until the 2012-2013 years, and we knew of no changes in those rules. So unless something happened in the last 2 years where everything changed and I just missed the memo, my information should still be correct.

The curfew rule, as I remembered it, ended when the person turned 17, not 18. Also driving was still allowed as long as their were returning to home, which makes it a very grey area because that would be a hard thing to disprove the person was not "driving to home".
