I read the info. at MVD website.
  • Completed, signed title application (see #6)
  • Emission compliance form - Phoenix and Tucson areas only (see #7)
  • Level I vehicle inspection
  • Out-of-state title (or registration, if title is held by lienholder)
  • Out-of-state license plates
  • Lien clearance, if applicable
  • Power of Attorney from lessor (original or certified copy), if leased vehicle
  • Payment of all applicable title and registration fees (see #2).
However, I have questions about Emission Test and Level I inspection.
What's Level I inspection?
What does this link explain out-of-state car?http://www.azdeq.gov/environ/air/vei/exempt.html#out
Do I do emission test in Arizona or here? I am confused~~~

Unless it's different for newcomers, all you have to do is show up, pay, wait, and get your piece of paper. All the info about registration and insurance is in their computers.

Kevin,
You need:
1) Arizona Insurance

2) an emissions test (due to being a 2002): if you go to the one at 1301 S.Stocker Dr., then the DMV is within blocks - I want to say right on 22nd street. The process is simple enough, not extremely time consuming, and I don't remember how much $$, but small.

3) Your California title. If a finance company appears on the title, don't forget your lein release.

4) You go then to DMV. Park and go in and tell them you need to register an out of state car. They then give you a piece of paper and make you drive around to the side of the building where some guy "inspects" the vehicle. It basically is to make sure all of the vin's match. He signs it, you go back in the building, take everything back to the front desk. They then give you a number and you wait to be called. You then go to a window, pay a couple hundred dollars and voilla! You now have Arizona plates, an Arizona title, etc.

You can also apply for your Arizona driver's license while there and they make it while you wait. Pretty easy.
