What is so interesting to me is Tyler is most unlike probably any city, it will go around Knowlwood as developers want city services, but will not annex Knowlwood. In Tyler case, the city tax rate is so LOW, which is great, but too low, to provide services to any areas outside the city limits. Services, for Knowlwood would include, sewer, curb, gutters, of course the rest police, fire protection an so on.

This is partly why all the homes around Owens Elementary and all the area of Gresham is not all ready in the city limits. Just saying, this is different than what most cities in Texas would do, they would annex.

But again, Tyler leaders have given up area in the ETJ to Bullard, Whitehouse, Lindale, Chandler. No plans to annex.

Knollwood don't want to be in the city limits. I thought they were in the city limits before I read this. It doesn't make sense to skip over them and annex another part into the city limits. That's Tyler for you.

I would possibly want to be inside the city limits of Tyler if I lived in Knowlwood because of better drainage, curbs and gutters, city police and fire, much faster response time for police than county for sure, and most importantly, Tyler would have to provide city water and sewer therefore replacing the septic systems I know have major problems. But Tyler has such a low city tax rate they could not provide the services to the citizens. The revenue would not pay for costs to the city.

See, the average payment to the city would be about $350 per year. Most cities would receive about 3 times that, or 300% more, at least $1,000 per year. Even IF Tyler wanted to annex, the numbers are not there.

Of course if one day Knowlwood wanted in the city, then Tyler would be able to negotiate some of the costs, like sewer and water, at least this is my understanding from years back when, irish Mead homeowners on South Broadway, asked and were annexed.

You said the city could not provide services to them but they are bypassing them and providing services to the undeveloped oak properties.

In this case the developer is and has already built the streets curbs and gutters and all utilities including sewer and water. So yes, I guess you are correct, Tyler apparently can provide at least the cost of Fire and Police protection.

You can see the development now, but the last time a drove by there, about two weeks ago, no subdivision sign was "up" yet. Tyler Swim and Tennis's new location is also being completed or open by now in the same location.
