I am in California and have just applied for my 2nd UI claim and I received a notice of an award for UI BUT line 9 says I need to qualify further for eligibility. UGH! I have read other posts so I have narrowed down the reasons to most likely the lag test. I am confused by the language so I am asking for someone out there to make it simple.
Claim 1 beg date= 7/12/15-7/9/16, EDD used AMJ '14 wages of $3,230 from employer A, I had rejoined the workforce with employer B effective OND '14 and had meager earnings of $1,935 in both OND'14 and $1934 in JFM '15.
This claim was initially denied because I voluntarily quit my temporary summer time job back in July 2015 ( I worked at a preschool that was cited by licensing for pink eye, I caught it, they forced me to come in to work with pink eye and denied me breaks etc..., EDD said they were ok doing that so I was denied) I reopened it effective April 1st, 2016 after being laid off by my new employer (program closed), EDD reopened my claim and I received benefits through 7/9/16.
Claim 2= Claim 1 ended, I am still looking for work so filed a new claim effective 7/10/16-7/8/17 and I have received a notice of award BUT line 9 says I need to meet further eligibility requirements. Is this the lag test?
The wages used on the second claim are from a different employer than the first but might be the same employer as in the lag period, is this a problem? My employer was the same in JFM '15 and for the highest qtr earnings used for the new claim, is this a problem?
I have worked every qtr for the last 2 claims, 2 years worth and have been working ever since graduating so I cannot understand how EDD might say I have not reattached to the work force. Are there other "eligibility requirements" line 9 from form DE429Z might be citing?

This could mean anything.
What were your actual earnings July 12, 2015-July 9, 2016? And, when?? CA wants to see either:
1. High quarter of $1,300 - or
2. High quarter of $900 + $225 outside that high quarter
Also, it may be those wages do not appear in CA's database for some reason in which case you need to provide proof of earnings/paystubs. Seasonal school worker may also be an issue. If you meet either #1 or #2 during your past benefit year expiring 7/16, you need to call CA to determine exactly what they mean by "qualify further for eligibility."

As far as seasonal thinking goes, my layoff letter states there is no work for me but they did email me saying they would mail me a form to fill out for summer camp work, I never received it and I could not open the attachment via email. The past forms have said ...this is not a guarantee of work, no promises etc... No wage was stated and no schedule was offered. Could they be saying I refused work?
I want to add that being a preschool/ after school teacher we have to have CPR/ TB tests etc... they expired, am I expected to keep these current even though it is costly? Is not being current considered not being ready and willing and able to work?

Where are the earnings after 7/12/15??? All earnings listed above occurred BEFORE you opened your claim in July 2015. Therefore, there is no evidence of attachment to the workforce after you began the July 2015 claim, nor are there earnings. Therefore, the LAG from your first claim cannot be used and you are ineligible for another claim until you have worked again. You need to have worked during the benefit year in order to be eligible again when that benefit year expires.

sounds like CA may be wanting an interview and will be sending you a notice on that.
If you don't hear anything further in the next few days, then call CA. Best time is before noon. Start dialing first thing in a.m. b/4 8 a.m., when you get welcome message prompts 5-1-1-0 usually gets you into a queue after a few tries - or read last few pages of this thread for suggestions:

I am worried because line 9 on my original, first claim had the same wording about eligibility, I did have an interview and was denied due to voluntary quit.
In anticipation of an interview, should I be considered seasonal? I am not sure as I worked in 2 capacities for my employer. How does being seasonal effect EDD decision?
I answered "no, I would not be returning to past employer" on the claim form and answered yes to seasonal, is this confusing to EDD?
last question,
Does my not being current on CPR certification etc... mean I am not ready and able to accept work? CPR and other certifications are mandatory for my past employer.
