I'm very confused. How do they have it pass in a voice vote, but then it doesn't pass when it's on paper?

Was the voice vote a "everyone scream out yes if you agree" type thing and they thought it was enough?

it's over..if it can't be passed as a stand alone bill, it never will..no way republicans and democrats will agree with each other with other added agendas to the bill..at least nowhere in the near future.

Republicans have said over and over and over that they want it offset. Democrats have refused every time.

Last week, Pelosi was finally starting to warm up to the idea, even though she said it was something she had "resisted".

Once they offset it, it will pass. If democrats genuinely want UE to go through, and the only way to get the votes is to offset it, then they will offset it.

Republicans have already TOLD THEM, what must happen for it to pass. If it is "must pass" legislation, then the democrats know what to do.

Otherwise they enter campaign season with an even worse economy under THEIR watch. When you are the majority party, no one buys you blaming the other side.

If this thing failed it's because the sentiment to offset it is strong. Not the sentiment to "not have unemployment extensions".

The only hope is Pelosi pushes to change the bill from emergency funding to using stimulus. It will get 2/3 that way AND pass the Senate. They are just trying every iteration of avoiding PAYGO, and we suffer in the meantime.

This is getting confusing. Someone on another thread said that the vote the House just did was to suspend debating on the bill. Not a vote on the actual bill itself.
