Best/Worst independent city in Virginia?

FYI,
Abingdon is a town, not an independent city! I'd have to disagree respectfully on the notion about Norfolk being a great city. True, it has lots of history and tradition, but the city is horribly managed. Case in point, last year Norfolk Public Schools forfeited $1.5 million in grant money because the super and the school board failed to appropriate a way to spend the money. Also, the city council and planning department is clueless and poorly managed. Don't forget about the lady who was paid by the city for 12 years without showing up a single day on the job! I'd like a job like that! Sounds a little like our rich, lazy CEO's who work so hard to push a pencil. I'm referring to the selfish, greedy private sector owners who like to cheat employees out of worker benefits and discourage them from joining unions. Unions are the backbone of America and they are part of what has made America great and the richest country on earth for so many years.
