BMW's still a European brand. Many "Asian" cars are made here but; they're still "Japanese" or "Korean" brands.

If the only thing foreign is the name, I believe it is an American car.

It won't be that big. They are just citing what the maximum fine could be.

Currently after the stock dip the entire market capitalization of BMW is under 100billion.
