Not sure if DC is Southern or not but I think part of it is in Virginia which definitely the South and the Washington Wizards NBA team is in the Southeastern division...

Mason Dixon line doesn't determine north/south lol. The culture here is completely different than that of Southern states. Even the music. Go/Go is definitely an east coast thing. In the South, we are more into the trumpets, saxophone sounds. The heavy reliance on percussions is an east coast trait.
Wards 7 and 8 are a small part of the city and are by no means the "real DC". Just because it's mostly locals doesn't mean anything. Trinidad, Brentwood, Brookland, etc are all filled with locals as well.
I really don't see anything in those pictures that makes them look "southern".
The Mason-Dixon line is an imaginary lines that was made up YEARS ago. Things change. Most southern states would laugh at you. Maryland, DC, and NoVa are very northern culturally.
Many of us spend far more time in Wards 7 & 8 than you seem to think. It's not the forgotten corner of the city it may have once been. Far nicer than its reputation, but I've never gotten a southern feel. I agree with others that those pics are just as midwestern or could be any area with older suburban development patterns. That part of MLK has never struck me as anything other than a normal commercial strip.

If that was directed at me then I don't see where in my post I said no one spends time there. I said that it's a small part of the city. Not sure how you can argue that. Most of the city is located on the other side of the river. On top of that most(almost all) restaurants, night life, attractions, businesses, etc are also on the other side of the river.
Is it nicer than it's reputation? Some parts. 90% of it still has more crime than the rest of the city.
I don't think that Northern or Southern are appropriate to define this area. This place is it's own region.
