What would concern me about a longer day at school would be the poor kids. If they had after school sports or clubs, that would make an awfully long day for them. Exhaustion might set in. My kids are 9 and 6 and with softball/t-ball, we already don't get home until after 7, sometimes 8. If school was an hour or 2 longer, would that put it at 8 or 9? And where is time for homework, family time and play?

Society should work toward the greatest sustainable standard of living. Kids having no recess and in school year-round doesn't seem to work toward that goal. I don't care if we fall behind the Chinese or whoever. I'd like to see all US schools adopt a shift schedule, where they are used year-round but kids get 2+ weeks off every quarter, the vacations dates depending on each kid's shift. At any one time 3 out of 4 shifts are in school, say, except major holidays of course. I was on such system in grade school and liked it. Parents had some choice on shifts so that all their kids had the same shift if desired. It would be great for parents because vacation spots wouldn't be so crowded and expensive. The school would get used more, lowering costs. Businesses would benefit too. It seems counterproductive for the schools to be idle an extra day each week.
