At A level which is the exam you take before uni at college (16-18yr olds) you can get the following grades:
A* = Best grade, very very hard to get (basically over 90%)
A = 80%
B = 70%
C = 60%
D = 50%
E = 40%
U = Fail (below 40%)
That is not too difficult for high school level courses.
Maybe it is easier here, but it wasn't too difficult for me to get a 90% average over Chemistry, Physics, Calculus and English uni entry courses. If I got 70% which is a B according to your chart it would of been too low.
Lol I didn't care when I got my results.. you cannot change anything. I woke up at 10am on the morning to get my results even though they were available at 7am, finding out I got into my first choice was great though

Hmm I'll have to find statistics.. but perhaps things are marked harder here.. I think fewer than 5% of grades are A* and they were only introduced about 3 years ago, before that the top grade was an A
Also, those grades are just a guideline, with subjects such as maths which a lot of clever people take, the grades are inflated, and there is a thing called a UMS mark (IIRC) which means that if the paper is hard you can get 100% for getting 63/75 on the paper. At the same time I have seen papers where 60/75 was a C
