In 2020 the turnpike will be in so bad a shape, and need major repairs
that the toll will have to continue, and the rates will have to be increased
to cover the higher costs of that day ! ! !

I'm pro toll roads,but with cheaper costs for residents and in state companies. It is super expensive to build highways in WV and we need all the revenue we can get for infrastructure upgrades all over the state. The turnpike needs to stay a toll road.
Why not use tolls to pay for some of the new roads needed in Morgantown? However, only keep the tolls in place until the construction bonds are paid in full.
The State of KY used that approach to build some of their roads back in the 60's and 70's. I believe they removed their tolls in the mid 80's.
The roads we need are urban ones, not suited for tolls. However, I would not have a problem with them using that approach to compete I-68 to Moundsville. Rockagoodfeller poured hundreds of millions of dollars into that turnpike when he was in office.
If the tolls are to stay in place I think the residents of the 4 counties of the Turnpike or all WV'ians get a free pass. The state seems to have no issue on the other stretches of Interstate in WV in taking care of there needs. We had to put tolls on this road just to get basic infrastructure built for SWV.

The road would have been built regardless of tolls. Its a primary interior north/south route, not only in the state, but in the region.
It was built with tolls because it was built before the interstate when there were less federal highway dollars. Its expensive to blast and tunnel through mountains. Tolls also generate a guaranteed income for highway maintenance and improvement, which is why they're popular in heavily populated states like NJ and MA.
The problem in WV isn't simply tolls, its the fact that WV only has one toll road in a single region of the state, rather than maintaining a statewide network. If there was a statewide network, or even just the entirety of 77 was toll, there would likely be less serious outcry to eliminate the tolls.

So your saying WV didn't need a major thoroughfare out of the southern part of the state to places such as Roanoke, Charlotte, Winston-Salem, NE Tn, or basically the SOUTHERN US.
I know your just arguing for the sake of arguing because your not making any sense...
