Re: Oregon biking - Yea bike commuting is big time here.
Plus it seems at least half the male population rides mountain bikes on weekends. If you see a group of guys standing around a computer at work, chances are they are looking at either a trail map of a $6000 bike.

Re; weather: Really sunny today, not a cloud in the sky. To me,upper midwest, (WI and IL) are extremely gray in winter too so I do not see much difference. Perhaps a bit more moisture but it comes in the form of drizzle and the grass stays green in winter. It beats looking ar dirty, grey snow or icy sleet on the driveway.

southern missouri, but it gets hot and humid in the summer.. can be in the upper 90's for long stretches. I'd say eastern Tennessee, West Virgina, and the Carolinas.

It's very cold here, but generally more sunny then WI typically, and the snow does not melt which makes it pretty. It will melt just 50 miles south in Sioux Falls though. Has to do with location on the 'coteau des prairies' I will never get used to the change in temps from eastern WI to here. I dislike extreme cold. I prefer 20's to 30's with lots of snow that then melts, with warmups into the 40's to 50's.

Stay along lake michigan in SE WI to avoid the more 'extreme' cold of temps under zero. Go to the Michigan side of the state to have it even warmer, and if you like lake effect snow.

Michigan or New York, maybe?

You'll be hard-pressed to find "real" lakes too far outside the Northern U.S. states West of Minnesota......Austin, TX, for instance, has fake lakes (dams and reservoirs), and very few of them to boot.

most naturally occurring lakes come from glaciation so you're not going to find the 10,000 lakes style setup down in the warm climates. There's always the ocean.... I've never even conceived of driving around on the little slivers of islands that surround the mainland near oceans, like cape hatteras .. I'd never get tired of doing that.

I think East Tennessee may be the fit. It has a lower cost of living, milder climate but you may see a little snow so you still get the change of seasons. The wife and I have been looking as we like a lot about WI and have lived here most of our life so we want something close in looks but milder in climate and lower in taxes. East TN seems to be the good fit, mainly Chattanooga to Knoxville.

Eastern Oklahoma and Western Arkansas are green and beautiful with lots of lakes. Take a look especially at NE OK and NW AR. They'd be great if you can stand living among the dominance of wackadoodle Christianity.

Not true. We have an impressive number of naturally occuring lakes in VA: 2 of them! Seriously though, if you're open to rivers and streams we have plenty of those. I like nothing more than canoeing down a blue, clear, and rocky stream. My friends and I will catch Trout and Smallmouth then grill them on boulders in the middle of the river. It is too hot here for my personal taste, but that's when I take a dip in the river or go up a couple thousand feet. Many times you can find temps in the 70's on mountaintops when it's in the 90's in the valley.
