We have a regular handyman who charges $40 per hour plus materials (or we provide the materials). He came highly recommended by our local hardware store where he often works. He does a great deal more than paint; however, when he paints he gets the same $40 per hour as when he does more difficult work.

I would not likely hire anyone who appeared at my door, especially as we already have someone we trust.

In this day & age where the world isn't getting any safer & you can't trust anyone, a stranger can show all the IDs & certifications up to wazoo, he's NOT getting into MY house!

There's way too much scariness & madness going on out there in the world.

HOWEVER, let's say we live in a perfectly safe world & it was a guaranteed safe place where no one committed any crimes & there were no jails, etc., sure, I'd let the person houseclean about once or twice a month.

for the sake of argument, let's say the person has ID or someway of proving with 100% certainty they have no criminal record, and in fact cannot/ will not cheat you in anyway. Would you attempt to find some kind of task for this person to do? Or would you simply slam your door in their face?

Also, what kind of reaction would a business owner, manager, or person in a hiring position have to someone who approaches them in this manner? Again, for the sake of argument let's say they have spotless references and a proven track record, although it is several years out of date.
Not a problem for me because I do NOT answer my door if someone knocks, ever.

If you hire him and he gets hurt on the job who carries his workman's compensation insurance? It's like hiring the cheap guy to cut a tree down... if he gets hurt he could end up costing a fortune.

I need to hire a painter for the trim around my house. Maybe 4 hours work for which I would pay $25/hr but I can't find one that cheap that has everything I need to protect myself.
And that's because professional painters market value is higher than that, and you will be waiting forever. Insurance costs money.

A few thoughts.

On the craigslist topic, you are really limiting yourself if you only advertise on craigslist because a significant portion of the population doesnt use computers, and especially dont know about craigslist.

Also this is what weve done to ourselves being such a litigious society, we cant even help out those in need by letting them work for money. As mentioned, if the injure themselves you will have a host of legal issues banging down your door. Its sad really.
