Can't speak for Nlambert, but our HR doesn't do 5 or 6. Yes, they do an initial screen, but that still leaves a pile. In my line of work you couldn't screen out bad applicants in 15 to 30 seconds, HR will have already done that. So there is still a good bit of thinking in the screening phase. The other part though, is I've never met a manager who only does management. In fact management is often an additional duty on top of doing the project work. And it's really hard to do management well when it's not your primary job.

In the previous company I worked for? No. The manager performs those functions.


In my current company, yes. This is dependent upon the company size and the structure. In my previous role HR's responsibilities were to keep us out of hot water by advising on issues that management needed assistance with. Outside of that, the responsibility fell on us.


Yes, this CAN be a part of the manager's job, but one must understand that there is a time table with doing this type of work. It isn't a daily activity, where as other daily activities may be time sensitive and require completion first. Therefore this becomes a secondary activity that you perform as time permits.
