I hate it too. The worst example I can think of out of many, is the lady sitting next to me who is making a lot of fork scraping noises, and when I looked over her at her, she was actually eating a stack of pancakes with syrup.
I always felt that one should enjoy lunch away from work. But as I have had several supervisors who ate at their desks while working I got to be glad to be an hourly worker that got to enjoy his meals.
It's not very pleasant, especially if they have a particularly aromatic/pungent food wafting round a small office with windows closed due to it being really cold outside.
Some people do prefer to eat main meals at their desk: perhaps because there's no canteen, or if there is its either too busy or too noisy. Or perhaps some people want to carry on working while they eat
It's not ideal, but I guess it's up to the office manager to do something about it if enough people complain
