So did they hire from the outside then for this latest position? If so , there was no other 1099 person they could have offered this position too since they claimed they always take from that pool when positions open. You don’t want to be 1099 forever.

No, I am not leaving my current full time job for this. I wish I could just to leave, but I know I can’t. Wife and I need benefits. I am staying out and looking for other full to me positions. In fact, I have two final interviews scheduled this week for other full time jobs. Maybe I get one of those new full time positions and I won’t want to do the part time 1099 work. But I think I will try this part time work, see how it goes and see how they operate. Extra money would be welcomed at least. I will give it a set amount of time, and if no full time position happens than I will end my work with them and continue on to something else. I would like to work for them so if they offer me full time and everything has checked out, I will gladly join them. I’d hate to think I missed out on an opportunity. My current job I took partly because I knew I’d kick myself if I passed on the opportunity and that ended up being being a mistake.

Are you sure that you can do these part time hours during the evening or on weekends? Surely you aren't thinking you can work this 1099 job during the hours when you are working your current full time job?

Yes, they said I can do the work based on how much time I have available and that is nights and weekends. Don’t worry, I never thought I would do it during the full tome job hours.

While you're being 1099'ed remember you'll be paying more in federal taxes (at least) so if compensation stays the same, take home pay will be less.
I remember reading somewhere about 1/3 to 36% of "contract to hire" jobs actually get converted.
Why would a company hire a FTE if they can just 1099 you? No benefits, no job security, no obligations to you whatsoever, no protection under worker's comp.
This benefits THEM not you.
If they transition you to FTE their costs go way up. They have no incentive to do that.
In addition, this is PART TIME. Do you have a guaranteed minimum number of hours? Nope. You could go weeks without getting any work, can you afford that?
I think you should go for it. If you don't like the work then you can tell them adios. Just don't let your regular job suffer. Heck, who knows? Although you don't like your job where you are at you may find that it is a lot better than you think. We had a guy who while on vacation one time went to work for another company for one week. ONE WEEK! as a permanent employee. He got his behind back to the "family" as quickly as he could and as far as I know management never knew. He said he knew about 4 hours into his first day that the new place was not for him.
Plus, it will give you an opportunity to see how this other company is from the "inside".
Just keep careful records for tax time.
Edited to add this might be the best thing to happen to you. Someone above stated how much more contract workers get which is pretty normally 2-3X which is what the poster said so if they offer 55 or so you probably aren't getting $30 an hour now so maybe you're fairly new to work life. This might be the best thing to happen to you at this age. An opportunity to grow.
