I wouldn't take a million dollars to leave the United States. I love my country, feel fortunate to have been born and raised here, and don't believe I could be truly happy anywhere else.
The United Kingdom, but I don't know if $1 Million USD is enough. :P
One million dollars would barely get you from Heathrow to central London and into a room for the night. Even without hyperbole, it would be very hard to live in the UK for more than about 5 years without some additional source of income.

Is immigration status a factor, or is it presumed that you can get legal immigration or residency in the country of your choice? In the country of my choice, do I get to live like an expat, retaining US citizenship and passport, who can leave at any time for another country, or is it presumed that I am regulated within the country the same as a natural citizen? These points would be crucial.
Can I live in White Rock, British Columbia, and commute to a job in the US?
Given that residence is not restricted, a couple of comfortable and affordable places would be Colombia and Taiwan. Cheaper but more challenging would be Ghana. Assuming 1.5% interest, I could live in those places on $15K a year and not touch the principle.
If I had to choose immediately-- somewhere in Central America-- already did Panama, so maybe Bogota. If I could find a job along with the money-- Santiago, Chile.
If I had time to research cost of livings/areas-- probably somewhere in Southeast Asia. But right now I know nothing about it, so I can't comment beyond that.
If I was much older and closer to retirement, I'd take an early retirement, settle in Panama with a pensionado visa, buy a yacht, and travel via the sea!
