I have friend who work in culture, and this is a complaint they have had for years.

You are right that more Quebec applications get accepted - could it be that Quebec artists are more savvy at putting together their applications? The Canada Council is based in Ottawa, not Quebec. A majority of people who work there and run the place are not from Quebec.

Quebec has reputation for things cultural as you know - this could simply be a reflection of this.

In BC, and anywhere in Canada except Quebec, Hollywood's overall share of the movie market is crushing. Total domination. (And even in Quebec it's generally 80% or more.)

Bollywood's presence is almost entirely within immigrant communities from that part of the world.

Every country has it's own talents, but US can make them superstars.

Interestingly, I know zillions of US actors and actresses, but in terms of quality the best ones I know are from Brazil Even some Portuguese actors and actresses are excellent, Ana Guiomar for instance, especially in comedy roles.
Sure, nobody knows them outside the Portuguese-speaking world, but still, I guess if you are a talented and at the same time intelligent actor or actress, you will choose to live without the superstar status and be faithful to your art.

I just answered the question.
It seems the USA has all the famous actors, actress etc. Just because the Hollywood made them famous all around the world, they are the stars/superstars not only because they have a talent. Other countries have their good actors/actress, but they not so well-known, because they have not their own Hollywood (except India).
