The western cities will have very generous benefits for the poor. HK and Dubai tend to be super-capitalist, survival of the fittest type places, where the poor live in horrific conditions.
I might also eliminate LA and Tokyo. I don't think Tokyo has super-good benefits for the poor, and LA isn't really known fro this either. Not sure about Sydney. But NYC, London and Paris have VERY good benefits for the poor. It's the middle class that struggles in these cities, not the poor.
I was going to say this. Los Angeles is actually not a very good place to be homeless at all. Compared to San Francisco, there aren't many services for homeless people. I actually was living out of my car some years ago in the Bay Area and services are even better where I was across the bay. I would never want to be homeless anywhere in Southern California.

In NYC, a poor person gets free housing BY LAW. The city is required to house anyone who asks, provided they can prove they are poor. They also get free food, a monthly paycheck, almost free cell phone, and free college/job training.
In the third world, you will get nothing. You will be eating out of the garbage and living in the street if you don't have a job.
For the benefit of the people outside the USA who might have read this post...while he is technically correct...actually proving that you are poor enough to qualify for these benefits is no cakewalk...I will agree that the benefits greatly outweigh those of a city that has no such facilities in place

I think people are basing their choices on climate only and not taking things like this into consideration.
Sydney - it has a decent climate, a decent welfare state and Australia has a good economy, whilst housing is cheaper in parts of Australia than in many parts of the western world.
I wouldn't want to be poor in London, Paris or NYC, especially during the winter.

My point: shootings can happen anywhere in the US, like that Isla Vista shooting some time ago.
