LA is not somewhere I would want to be if I were poor.

America is a great country and some areas where being poor wouldn't be too bad, sadly LA isn't one of them, although the weather in LA is better than London, Paris or NYC.

If you are poor in the US you are probably better off living off the land in the countryside, where you can hunt and fish your own food and where property is often cheaper.

Paris is well known to be the most attractive city in the world for poors, homeless because it is the most generous city in the world for homeless people.

It is full of Spanish, Romanian, Bulgarian, British, Eastern European, Germans homeless..

But if you are just poor, Paris is also big deal.
Full of HLM (20%) it is low rent apartments for poors.
If you are under 1500€ a month, more than 1/3 of the rent is paid by the state.
If you don t have a job, benefits are so high that you don t need to work to live in Paris.
But you need a French ID card.

The banlieus are pretty notoriously dangerous.

Infact not, it is far far far from what you see on American/Canadian TV.
It is quite safe, much more than any part of the USA.
Some banlieues are also rich compared to American/Canadian/ European standards.
In Neuilly, Boulogne, Issy, Levallois, the average net income is higher than 5000€ net a month.

I'm gonna have to go with Sydney. For starters, Australia tends to give (poor) people welfare. We even pay people who are looking for work. Does this happen in the France, Japan, the US and the UK? And plus, Sydney has a pleasant climate overall.

Benefits in France are the highest in the world.
We spend 33% of our GDP in social benefits. (730 billion euros a year for benefits).
Non-workers in France can live pretty well. In 2017 there won t be poors in France according to OECD thanks to "prime d activité" and state subventions for people under 25.
We currently have 7% people under poverty line. It Could fall to 1 or 2% in 2017.
It is hilarous when you know there are 16% people under poverty line in most developped countries like the USA.
Some unemployed people get 6320€ net a month in France during 2 or 3 years for instance.

That's good news. I always loved France. Good to know that the needy people there are aided and supported by the government.
